To all cadres and the general public throughout the county:
The Qingming Festival is a traditional Chinese holiday that embodies our remembrance and reverence for our ancestors, as well as our deep love and appreciation for life. To promote civilized mourning practices and the concept of green development, and to foster new, civilized social norms, we hereby make the following appeal:
Green and Low-Carbon, Civilized Tomb-Sweeping
“With longing in our hearts, we offer a bouquet of fresh flowers to honor the departed.”
Promote civilized, cultural, and humane mourning practices—such as expressing condolences by offering flowers, paying respects with a bow, and planting memorial trees—as eco-friendly, healthy, and safe ways to honor the deceased and convey our heartfelt remembrance. Encourage the use of “cloud-based” memorial services and online memorial halls to express our sentiments, thereby carrying forward the culture of Qingming Festival through new, civilized customs. Consciously refrain from traditional mourning practices such as burning paper money and setting off firecrackers.
Uphold the bottom line and ensure safe tomb-sweeping.
“Safety is for you, me, and everyone; happiness depends on all of us.” Recently, the weather has been dry and windy, resulting in a high forest fire risk. Please strictly comply with regulations on forest fire prevention and bans on burning and setting off fireworks. Do not bring any sources of ignition into forested areas or other no-fire zones, and refrain from burning offerings in public places. Plan your memorial visits carefully, stagger your travel times to avoid peak periods, and help prevent congestion. Observe public order, follow on-site instructions, and work together to ensure the safety of memorial sites, thereby establishing a solid safety baseline for these activities.
Change outdated customs and practice frugal tomb-sweeping.
The Qingming Festival embodies the cultural values of honoring ancestors and commemorating fallen heroes, encouraging people to pay tribute to their departed loved ones by practicing filial piety. Through activities such as revisiting family precepts and sharing stories about family traditions, the festival integrates memorial rites with the promotion of traditional Chinese virtues—respecting and caring for the elderly, emphasizing quality over quantity in funeral practices, and fostering a spirit of kindness and compassion. It underscores the importance of respecting and cherishing the elderly and cultivating moral integrity and benevolence, while encouraging simple yet solemn expressions of grief. Moreover, it upholds the fine tradition of diligence and frugality, advocating for modest and economical mourning rituals that eschew extravagance and ostentation and reject competitive displays of wealth and status.
Lead by example and set a positive example.
All Party members and cadres should lead by example, actively respond to the call for funeral reform, take the initiative in conducting civilized and frugal tomb-sweeping activities, and strive to be promoters of eco-friendly funerals, advocates of green burial practices, leaders in fostering civilized customs, and practitioners of changing outdated norms and promoting new social trends. During tomb-sweeping activities, they must strictly abide by funeral management regulations and related laws and policies, practicing civilized mourning and environmentally friendly memorial rites. They should promptly dissuade and stop any illegal or non-compliant funeral activities, using concrete actions to influence and encourage their family members and friends to consciously break with old, harmful practices, resist feudal superstition, promote green memorial rites, and cultivate a new, civilized ethos.
Let us start with ourselves and begin today: let our civilized actions set a new standard for our times, let green principles safeguard our beautiful home, and let us contribute to building a civilized Quwo!
